203 Robinson Lane - Permit Fee Waiver

Board to consider an ordinance approving a waiver of fees and replacement requirements under the Heritage Tree Ordinance.  The owners of the property at 203 Robinson Lane are requesting a replacement cost waiver in the amount of $12,750 associated with removal of a 25" Honey Locust Tree. 

Background of Subject Matter
The Honey Locust tree is defined as a heritage tree according to village ordinance. It is in the direct path of a proposed walkway that the owners of 203 Robinson are requesting to install.
Additional Background
203 Robinson has multiple heritage trees on the lot and this one is blocking the only area for a walkway to the home.
Recommendation
The Public Works Committee has recommended waiving this fee.

350 North Grant Street - Lot Subdivision

Board to consider an ordinance approving a preliminary plat of subdivision and a final plat of subdivision to create two lots at 350 North Grant Street in the R-3 Single Family Residence District.


Background of Subject Matter
The proposal to split the existing lot into 2 new lots meets all zoning requirements.
Additional Background
Engineering and Forestry have both reviewed the proposed lot split. Stormwater management and tree protection requirements will be satisfied.

Board to consider an ordinance allowing Uncle Pizza Projects, LLC D/B/A Kim's Uncle Pizza to obtain a B-1 Permit to open a pizza restaurant at 207 North Cass.  

Background of Subject Matter
The subject property is where Uncle Pete's Pizza was previously located.
Additional Background
No other zoning approvals are required. A business license will be required. Inspections of the property, which was damaged by fire recently, will occur during the business license process.

Westmont Historical Society Plaque Program

Board to consider an ordinance approving the Westmont Historical Society's program to designate historic buildings in the Village with decorative plaques.

The Westmont Historic Society wishes to place attractive metal plaques on historic buildings in the Village to designate them as historically significant.
Additional Background
Zoning Ordinance Section 11.11(B) requires not-for-profit organization signs to receive the advance approval of the village board as to the time, location and size of such signage.

Engineering Services Agreement - 2021 MFT Resurfacing Project

Board to consider an ordinance authorizing an engineering agreement with Primera Engineering for Ph2 Engineering Design Services and Ph3 Construction Inspection Engineering on the 2021 MFT Street Resurfacing Project.

Background of Subject Matter
The 2021 MFT Street Resurfacing Project proposes to resurface approximately 68,000 square yards of roadway along with related work.
Additional Background
We are requesting the sum of $107,540.00 for both Ph2 Design Engineering and Ph3 Construction Inspection Engineering for the Village's 2021 MFT Street Resurfacing Project.
Recommendation
Staff recommends approving the proposal in the amount of $107,540.00 for Ph2 and Ph3 Engineering.

Board to consider an ordinance authorizing an engineering agreement with Primera Engineering for Ph1 and Ph2 Design Engineering for the proposed Quincy St. Streetscape Project.

Background of Subject Matter
Request to approve the sum of $219,660.00 for Ph1 and Ph2 Design Engineering for the Village's Quincy St. Streetscape Project.
Additional Background
The New Quincy St. Streetscape will be designed and constructed from South Cass Ave. to North Lincoln St. The project will include North Lincoln up to Alley G.
Recommendation
Staff recommends approving the Village's Quincy Streetscape Project for Ph1 and Ph2 Engineering in the amount of $219,660.00
