Hotel/Motel Grant Request - Lions Club BBQ

Board to consider a motion awarding a Hotel/Motel Grant in the amount of $2,500 to the Westmont Lions Club for the BBQ event.

Background of Subject Matter
This is a continuation of an event that has previously brought thousands of guests from Westmont and other communities. While this is a scaled down version, it is still expected to bring significant numbers of guests to our community.

B-1 Permit - Therapeutic Massage at 15 North Cass

Board to consider an ordinance approving a B-1 Development Permit to Plima Company d/b/a Plima Massage Boutique to operate a therapeutic massage business at 15 North Cass Ave.  

Background of Subject Matter
Marina Savic of Plima Co. wishes to open a therapeutic massage business inside the salon at 15 N Cass. A Massage License is required & Ms. Slavic wishes to obtain the B-1 Permit as she works to obtain that license. No other zoning approval is required.
Additional Background
The proposed therapeutic massage business will only occupy a single room of approximately 100 square-feet in area.

B-1 Permit - Insurance Business and Offices at 38 North Cass

Board to consider an ordinance approving a B-1 Development Permit to Pitzer Insurance to operate an insurance business and offices at 38 North Cass Avenue. 

Background of Subject Matter
Mr. Nick Pitzer of Pitzer Insurance wishes to relocate his insurance business offices into the available space at 38 North Cass, which was previously occupied by Alkaye Media Group. Because the space has been used for flex offices, no SUP is required.
Additional Background
The space is currently configured for offices and no interior remodeling is required. No additional zoning approvals are required. Inspections associated with the business license will be scheduled if the B-1 Permit is approved.

Increase in Available Class 5 Liquor Licenses

Board to consider an ordinance increasing the number of available Class 5 liquor licenses by one (1) for Amazon Retail LLC d/b/a Amazon Fresh at 30 W. 63rd Street. 

Background of Subject Matter
Amazon Retail LLC d/b/a Amazon Fresh, 30 W. 63rd Str. submitted an application for a Class 5 Liquor License for the sale of alcohol for off site consumption with occasional product sampling events as outlined in the Class 5 license description.
Additional Background
A background review indicates that Amazon Retail LLC and it's managers are eligible to receive a liquor license. If approved, the license increase allows the liquor commissioner to issue a liquor license to Amazon Retail LLC if he chooses to do so.

Award of Bid Proposal - 2021 63rd Street Water Main Extension

Board to consider an ordinance awarding the bid proposal from Swallow Construction Corporation for the 2021 63rd St. Water Main Extension project and authorizing a contract consistent with the bid documents.

Background of Subject Matter
The Village accepted bid proposals from 7 contractors for the 2021 63rd St. Water Main Extension Project. The low bidder was Swallow Construction Corporation with a low bid of $302,339.55 (approximately 30% below Engineer's Estimate of $434,025.00)
Additional Background
This water main extension will tie in Richmond St to Western Ave along 63rd St. on the South side of the street. This will eliminate one dead end water main on Western and provide water to future developments.
Recommendation
Staff recommends awarding the bid of $302,339.55 to Swallow Construction Corporation

Engineering Services Agreement - 2021 63rd Street Water Main Extension

Board to consider an ordinance authorizing an engineering agreement with Baxter and Woodman Engineering for Phase 3 Construction services for the 63rd St Water Main Extension Project.

Background of Subject Matter
Request to approve of the sum of $35,500 for Phase3 Construction Engineering for the Village's 2021 63rd St Water Main extension Project.
Recommendation
Staff recommends approval of the proposal in the amount $35,500 for Phase 3 Construction Services.

Engineering Agreement - 2022 North Water Tower Project Plan and Loan Assistance

Board to consider an ordinance authorizing an engineering agreement with Baxter and Woodman Engineering to prepare an Illinois Environmental Protection Agency (IEPA) Project plan and assistance with the IEPA Public Water Supply Loan Program Loan application package for the new North Elevated Water Storage Tank Project. 

Background of Subject Matter
The new North Water Tower will be located in the back lot of the Westmont High School near the Football field. We are applying for the Illinois State Revolving Fund to finance the cost of the new tower.
Additional Background
We are requesting to approve the sum of $32,000 for assistance for the IEPA Public Water Supply Loan Program.
Recommendation
Staff recommends approving the proposal in the amount of $32,000 for the IEPA state revolving fund.

Board to consider an ordinance awarding the bid proposal from Schroder Asphalt Services Inc. for the Village's 2021 MFT Resurfacing Project MFT#21-00111-00RS, and authorizing a contract consistent with the bid documents.

Background of Subject Matter
The village accepted bid proposals from 5 contractors for the 2021 MFT Resurfacing Project MFT#21-00111-00RS. The Low bidder is Schroeder Asphalt Services Inc. with a low bid of $947,394.07(approximately 31% below Engineer's Estimate of $1,380,892.25).

Staff recommends awarding the contract to Schroeder Asphalt Services Inc. with a bid of $947,394.07

Westmont Fire Department Health Program

Board to consider an ordinance approving an Amendment to the Executive Health Program Agreement between the Village of Westmont through its Fire Department and Adventist Bolingbrook Hospital.

Background of Subject Matter
Adventist Bolingbrook Hospital is adjusting the pricing of their professional medical services to employees of the Fire Dept. The pricing is set forth in Exhibit A to the Amendment.
