[ARCHIVED] 2020 Updates for Community Development Permits and Policies

Starting with the new year, the Village of Westmont Community Development Department has introduced several new and updated policies and specifications for permits that were approved by the Village Board.  There have also been some specific updates regarding new construction and remodeling projects relating to fire safety.

“We strive to always make improvements to our permitting process,” said Westmont Building Commissioner Jason Vitell.  “With that goal, we have streamlined the permitting process as well as reduced and eliminated some of our permit fees.”  Following is a list of updates for 2020.

Building Permit Application Fee
The Building Permit Application Fee is a required fee for all projects that is non-refundable.  The fee is $100, or 0.4% of the approved construction cost, whichever amount is greater.  This fee is due at the time of permit submittal to pay for staff review and related costs.  Also, this fee will be applied toward the overall permit fee for a project.

Examples: A building permit project with a construction cost of $25,000 or lower will require the minimum Building Permit Application Fee of $100.  However, a project that costs $50,000 will require a Building Permit Application Fee of $200, which is 0.4% of the total cost of the project.

NOTE: A Flat Fee Permit or an Express Permit type (see below) will only require the minimum fee of $100.

Updated Commercial and Residential Base Fees
Previously, there were different base fees for Commercial and Residential projects.  In an effort to streamline the permit process, Commercial and Residential base fees are now the same, which is a minimum cost of $100 for most permits, plus any applicable inspection fees.

Elimination of Additional Electric and Plumbing Fees
To further streamline the permit process as well as reduce and eliminate additional fees, the Community Development Department has eliminated Electric and Plumbing Fees, which were $75 each.

Commercial and Residential Flat Fee Permits
In an effort to streamline the permit process, as well as, aid in the implementation of the new Express Permit Program, Commercial and Residential Flat Fee Permits are both $100.

Express Permitting
Express Permitting is a new program that will streamline the permitting process for specific projects that have limited zoning implications.  Express Permitting will allow permits to be processed quickly, usually within one day, while ensuring project safety at the same time.  Following are some of the details for the program:

** Express Permits are available for only the following types of projects:
  • A/C condenser unit installation or replacement
  • Furnace unit installation or replacement
  • Generator installation or replacement
  • Hot water heater installation or replacement
  • Roof tear-off or a second layer - provided no structural alteration is involved
  • Window/exterior door replacement - provided no structural alteration is involved
** Permits will typically be approved within one business day

Project contractor must be registered and approved BEFORE applying for permits

All documents (Westmont Application, Westmont Specification Sheet, Manufacturers Product Model Sheets, any other supporting information) must be properly submitted and signed by both the property owner and the contractor where indicated.

Building Permit Application Fee is due at the time of submittal.  Any remaining balance for permit fee and/or inspection fee(s) will be due at the time of permit issuance.

Fire Department Submittals Due with Application
All projects that include fire sprinkler, fire alarm, commercial kitchen hood, or elevator drawings/plans must be submitted for review at the start of a project’s review process along with the associated architectural and/or engineering plans.  Fire Department-related submittals can not be deferred and permits will not be issued until all plan reviews are approved.
